If you use Deploy Talis on a Talis you've deployed. It does not destroy it. Nor refund the momentum.

No, it doesn't, because you have to use the skill on your current location, not the Talis. I've made it ineligible to target the tile with your talis on it to prevent this misunderstanding in the future.
