Fortune Wind is a huge Evade buff.
It's main drawback is it's stealable.
Can it's secondary effect (reapplying it to yourself) be changed to.. be Mage Secondary enchants?
In that it gives you a 1m ability to detonate it and remove the buff from yourself.
And it's capable of then being rebuffed on yourself for 3m. Instead of applying it to yourself with 1 duration detonating it.
It's genuinely so fickle and annoying if you're using it as a dodge buff and get outsped.

I mean, it's the best evade buff in the game, It's so strong you can make it so it's your ONLY evade buff to reach the +50 cap alone.
The drawback of not being able to re-apply it to yourself before it runs out is pretty fair imo.
I do think that making the change you suggested would be convenient and make it a little more fun, but it is already the best evade buff in the game by far, I don't think buffing something that is already this strong would be great- especially since the effect is quite strong!
( all enemies with 4 Range will take Wind magic damage equal to Wind ATK + 3x the Evade bonus and be knocked back 1 square. )
That is a lot of damage, currently it isn't worth using it because you lose your evade buff, but if it became a 1m activation it would 100% need to be lower damage.
I also think if this happened there would need to be put a cooldown on it, so someone wouldn't SecondaryEffect>FortuneWind every 4rd round to keep up the evade buff and deal cheap damage. And a cooldown would be quite detrimental to fortune wind since it can be stolen.
TLDR: It's already the strongest evade buff in the game, I don't think it deserves to be stronger.
