Combination fighter seems to reduce the momentum cost of your skills before performing them. So, although the tooltip says you need 3m to use your first skill, you will only lose 2. The skill after that will claim to cost 2, but only cost 1. Further skills continue to cost 1. Therefore, instead of having momentum cost scale down as 3m 2m 1m 1m, it becomes 2m 1m 1m 1m 1m 1m.
Furthermore, Combination Fighter's 'minimum damage' of 50% does not apply. It can stack indefinitely, causing well over -100% damage if you cast enough soldier/reaver skills.

That bug report has absolutely nothing to do with this one. This kind of report has not been posted on the forum beforehand. (The part about CF's disregard for upper limit has been mentioned in the Jump Cancel report, though)
To be honest, I actually think that 2m -> 1m x5 would be much better for CF than 3m -> 2m -> 1m x2, given the large damage reductions that will be tacked onto all those 2m/1m skills.

because auto-hits that deal relatively low damage repeatedly is okay because defense stops them

If you let that happen and cap 50% anyway, people can go 2 1 1 1 1 1, and if shinken crits, 1 1. That's like 5 or 6 attacks worth of damage. Helll no.
