Can the -mancy effective level bonus be changed to 10% Resist (or give it as an additional effect)? These really don't stack up to the other torso enchantments, at all.

Maybe the badge effect? So people can decide if they want a badge or sacrifice their torso enchantmemt?

Resist stacking is already really strong, maybe just a general power up to spells like +5 or up to +10 would be better.

This is what the -mancies already do, and as it is, the -mancy effects are already only worth it for the -2 to FP costs and the resists.
Perhaps the -2 FP cost at rank 3 could be applied additively across ranks like the power boost, instead? As in, -1 at Rank 1 and -5 at rank 5? Considering the generally low accuracy on tomes and high weight, this will let low-level spells be much more practical as a standard attack, and higher-cost spells would be somewhat less draining over either drawn out battles (PVP against a lot of resists) or PVE (through floors and floors and floors....)

Maybe replace the "increase blahmancy" with a +5 power to domain and reduced 10% FP cost of domain-specific spells.
