Okay, so not sure if this is intended.
On characters with high CEL, it is impossible to use silent spirit because it will fail consistently due to your evade.
On the fact that you are forcing someone to attack you, shouldn't you be able to guarantee a hit?

From what I remember, you're supposed to use Masochism to ensure that they will get the hit off on you. Though, I mean, having the attack capable of missing is good in it's own right, especially for characters that have Riposte, or "On Miss:" effects that really screw people over.

I question why this is in bug reports. But to the point, Silent Spirit just forces a basic attack (if their main weapon is in range). So I'm pretty sure its working as intended.
As to your issue, just use Plisfa's Masochism first. I'd also argue its not really impossible even without that.
