Whynesfelt does not seem to disable enemy spells for one turn in PVE. Enemies remain perfectly content to spam the same spell on successive turns.
Untested in PVP.

No. Examining them makes no mention of any status.
Tested on Wings of Fire spamming Magaisendo every turn. Which was their only action due to the Earth resist. So no other spells could have been interfering.
