It used to work before, but now when the custom mob uses Titan Gale, no projectile will come out and no damage will be dealt. It however uses the skill.

You have to be more specific. Is this a custom mob used by a GM character? Is this a custom enemy that where it's being used by the AI? Are you sure nothing is happening?

It's AI controlled. Yes, nothing happens, it can be replicated by making a custom mob and giving it Titan Gale then letting it use it on you. As noted, the mob will 'use' the skill, but no projectile/damage/status. will occur.
