Thunder Steps (in PvE)

Short and simple:

Thunder Steps recent nerf to go on cooldown for being outside of 3 range of an enemy doesn't work well with PvE.

If you kill a monster (and thus remove it) with thunder steps, it goes on CD as if you used it for movement and not damage as I suspect the CD is meant to punish if no other monsters are left nearby.

What I'd suggest is making an exemption that if a monster is damaged that the cooldown won't apply.

I have to agree it's irritating that killing a monster forces the cooldown...So you either deal with the 3 turn down or math our rather or not you deal more damage then the current HP of the monster to avoid it if it is a staple in your build.

Would be more interesting to have the clause "Both attacks must deal damage, or else cooldown", rather than how it is.

The quick and dirty 'If monster, refresh cooldown on kill' could work here.

I made a small adjustment that should prevent it from going cooldown even if you defeat a monster with it.
