I think making them 50% scaling would work, because I've seen someone simply shinken, then charge bash, and do about 300 Damage. It's a little overpowering right now.

I think the Fire ATK scaling of Cinders should vary depending on the Skill.

For instance, Shinken has reliable range where it makes it easy to follow it up with something like Charge Bash or Forced Move.

But something like Retreating Swipe has a small range and moves you away, making it not particularly useful for synergy.

Here's how I think they should scale.

Soldier:
Blazing Shinken - 50% Fire ATK
Blazing Retreating Swipe - 100% Fire ATK (short range)
Blazing Roundtrip - 50% Fire ATK
Blazing Execute - 100% Fire ATK (situational and fairly short range)

BK:
Blazing Bright Bishop - 100% Fire ATK (diagonal range)
Blazing Crescent Rook - 75% Fire ATK

DH:
Blazing Chaser - 75% Fire ATK
Blazing Crashing Bull - 75% Fire ATK
Blazing Bellowing Stag - 75% Fire ATK

Duelist:
Blazing Crystal Rose - 50% Fire ATK
Blazing Cyclone Spear - 50% Fire ATK
Blazing Sidecut - 50% Fire ATK
Blazing Sillcut - 100% Fire ATK (diagonal range)

Kensei:
Blazing Toiken - 100% Fire ATK (awkward range)
Blazing Hirazuki - 75% Fire ATK
Blazing Kagekiri - 50% Fire ATK

Archer:
Blazing Aerial Razor - 50% Fire ATK

Martial Artist:
Blazing Peddling Wheel - 50% Fire ATK
Blazing Heaven Kick - 50% Fire ATK

Bonder:
Blazing Infernal Summon - 75% Fire ATK
Blazing Aliagmato - 50% Fire ATK

A little bit of a bump because I still notice that quite a few skills don't have much cinder tile damage (or any at all), +1 to Sly's suggestion here if possible.

Yeah, Sly's suggestion definitely seems the most fair, when you compare skills like Retreating Swipe to the likes of Shinken.

The cinder tile scalings should also be listed in-game in the skill text for each of these skills, for ease of reference.
