Monk-Priest Staff's potential does not behave as described. It's as simple as that, and here is as thorough an example as I can give.
Clearly more than 2 Durability.
No inconsistencies between item and battle descriptions, but it's only targeting the user and cannot be upped to the described size by tapping + nor can it be otherwise moved. Follows the behavior of Guard/End Turn/etc.
Skill is used. 20 FP is deducted. Sanctuary tiles are not created. (And for reference: cinder tiles are not removed in earlier cases I dealt with this, so I'd imagine that functionality is broken as well.)
However: Sanctuary - 3 Duration / 1 LV
Sanctuary status effect is applied to the user. This can be carried with a Movement away from where Sanctify was used but will disappear the following turn even if you remain in place. (Because there's no Sanctuary tile to stand on.)

So the LV is not correct either.
